Update geometry converters to be compatible with DD4HEP

Depends on LHCb!3530 (merged), LHCb!3541 (merged), Rec!2860 (merged), LHCb!3586 (merged), Lbcom!610 (merged), Rec!2913 (merged)

With this MR all services have been converted to algorithms.

Add counters for amount of bytes written to allow standardisation of the dump_for_standalone_allen test, implemented in Moore!1592 (merged).

All the MR you are referring to are tested in lhcb-dd4hep and are all pending because the are causing failure in Allen and Moore, failures than should be solve by this MR, so I'm adding adding it to the slot. If everything goes smoothly (probably with some extra fixes somewhere) we can merge the full set quickly.

This MR will need some fixes to be consistent with the second set of MRs. The changes to IPrUTMagnetTool to use ReadoutInfo has not been taken into account. I'll try to merge everything locally and move this MR on top of that.

With regards to the changes in Rec@89ec0fa6 there are three options, please let me know your preference:

1. Add another MR in Rec
2. or add changes to Rec!2860 (merged)
3. Don't share the UTGeomCache code

For now I'll go with option 1.
