HLT1 line filter for error banks in ODIN

In data taking, we need to skip events with DAQ error in ODIN bank (no info about bunch crossing or event number). This MR uses the event_mask evaluated at runtime to filter these events. The filter is applied to all HLT1 lines (adding it to line_maker).

Should be tested and merged with MooreOnline!119 (merged).

The ODIN DAQ error banks are monitored with and HLT1 line (see separate MR !927 (merged) which can be merged later)
