Refactor prefilters

This MR de-hardcodes any prefilters on lines and sets the name of the lumi line in a single place.

It also fixes a recently introduced issue by which lumi would not run with the ODIN error prefilter.

While solving this we found an issue with barrier algorithms that will need a fix in the HLTControlFlowMgr. Stay tuned for more @nnolte
