Add multiplicity cuts for diphoton lines and include HLT1 Pi0 line

Implement multiplicity cuts for calo-based lines.

• SingleCaloCluster lines: Add cut on max calo clusters.
• TwoCaloClusters lines: Add cuts on max calo clusters, max PVs and max velo tracks. Also adds a max pseudorapidity cut.

The default values are such that no cut is made.

Also, this MR includes a Pi02GammaGamma line with cuts provided by @yagao

Edit: current configuration has no measurable throughput impact (https://mattermost.web.cern.ch/lhcb/pl/xxyhe7sfpt8minjsdr1a4pmzfw)

what's the status of this MR @rangel @lmeyerga @yagao @dzhang ? On top of addressing my comment above, is there something else you want to add or need to finish? It would be useful to test the line at the pit before the end of the data taking, ie the next weeks
