Add TupleToolDOCA tool

Alex Pearce requested to merge apearce-tupletooldocas into run2-patches

A tuple tool from the lhcb-slb/SemileptonicCommonTools repo. Added because an analysis requires this (currently private) tool for use in working group productions, so it must be included in the LHCb stack.

I just copied the header and implementation from lhcb-slb/SemileptonicCommonTools@d85711e9, applied the LHCb formatting and license headers, and added a test.
