Remove HltSelChecker

Patrick Koppenburg requested to merge pkoppenb-20200701-Hlt into master

HltSelChecker was used to determine correlation of Hlt2 lines. The last nontrivial commit was by @gligorov in 2010. I believe RTA has better tools to determine overlaps and independence of lines.
