default values of TupleToolJetTag initialised

Lorenzo Sestini requested to merge jettag_fix into master

TupleToolJetTag does not have initialized parameters, and this produces errors if they are not specified in the option file. In this fix the default parameters are added, in order to setup the BDTTag algorithm that is the commonly used algorithm for jet tagging.
