Follow LHCb!2854 -- cleanup UT

• remove IUTReadoutTool template argument (as that is now the only choice)
• remove calls to setForectInit() (as this is now the default)

must be applied in conjunction with LHCb!2854 (merged) and Lbcom!521 (merged)
