Upgrade/muon tell40

The branch I added only contains the right algorithm names in the muon Digitization sequence. Old encoding alg has been removed and the new one added. To use this new encoding the merge requests LHCb!3133 (merged), lhcb-conddb/SIMCOND!159 (merged) and lhcb-conddb/DDDB!95 (merged) are needed. Hope everything is fine
