Add VeloOnly scenario for the new benchmark

Christoph Hasse requested to merge newbenchmarkaddveloonly into master

This introduces a new velo only test scenario for the new benchmarks.

@cattanem leaving you to unwip whenever suits you. This shouldn't really change anything as it's only introducing a new test and not changing anything existing.
