Update test scripts for FTDecoding 4 using GECCut = 9750 [10% event rejection rate]

Update teh GECCut value to use for FTDecoding = 4 . Value set to 9750 achieving a 10% rejection rate on the input samples. The GEC = 11000 was used for the computing TDR input file where the decoding version was 2. This MR will impact the throughput numbers and the references. FYI : @chasse , @gligorov .
