add NoCutNoFitFastForwardTBL with backward modules drop

Add option to run without Backward modules velo tracking combined to the fastest HLT1 Forward we currently have (with no Cut and no Fit ) Add option to run without Backward modules velo tracking with Cut in the HLT1 sequence and no Kalman fit.

FYI : @sstahl , @rmatev , @gligorov , @nnolte , @chasse I would like to add this configuration in the automatic throughput tests.
