Always run PackParticlesAndVertices. 

Saving unpacked relations tables does not play nicely with subsequent
processing steps, e.g. the Stripping. Instead of being clever but using
the output of the HLT2 instance of PackParticlesAndVertices, we delete
the output and re-run a new instance in Tesla.

Closes LHCBPS-1810.
