Fix some Tesla tests

The SelReports are not available in these tests, but we can get the same
information from DecReports (we only need to know whether the line fired
or not, and the existence of a SelReport is equivalent to a positive
DecReport).

They check very sketchy behaviour that has not been supported for some
time.
