HltEfficiencyChecker: update to latest reconstruction configurations

Goes with Moore!3290 (merged) for documentation changes.

Following Moore!2994 (merged) and Allen!1508 (merged) I have updated the HltEfficiencyChecker examples to use the latest HLT1 and HLT2 reconstruction configurations.

While I was here I also updated to use the v2 set of HLT1-filtered min bias files provided by the HLT1 BW division team.

All tests passing, ready to go.
