Update S24r1p1 ref; prepare v38r1p7 tag

@erodrigu - we need another patch for S24r1p1, so I've updated the test ref. To save you some effort I've also prepared things to tag v38r1p7 (assuming I did it right). I've already tagged Stripping v9r12p6.
