+Release for the re-stripping of 2017 5 TeV p-Ne data

+This version is released on the 2017-patches branch.
+It is based on Gaudi v28r2p1, LHCb v42r10, Lbcom v20r7p2, Rec v21r7p1 and Phys v23r9p1, Analysis v18r8p1 and Stripping v13r1p2.
+Uses LCG_88 with ROOT 6.08.06.
