Skeleton of the new configuration for the Upgrade

Implementation of a new skeleton configuration file for the run-3 DaVinci application exploiting the GaudiConfig2 framework. Note that only a subset of what is needed wil lbe put here. Subsequent PRs will complete the full design, which requires also developments on the Gaudi side.

DaVinci job with Upgrade configuration can be run using the following command lines:

• ./run gaudirun.py DaVinci.Configuration:mc (for MC files)
• ./run gaudirun.py DaVinci.Configuration:data (for data files)

@mamartin, will you have time to push on the writing of the new configurable together with @dfazzini? I would go in steps, as discussed in the related DPA "issue", since a complete configurable will take a fair amount of time to finalise and will also depend on various inputs and bits of work.

For completeness: the present commit can be run/tested with gaudirun.py DaVinci.ConfigurationUpgrade:main. Right now it outputs very little, though ;-).
