Fix ConfiguredMCTruthAndBkgCatAlg correctly propagating RootInTES

Fixes #32 (closed).

While at it I added an argument output_level to be able to debug the whole thing easily.

It would be ideal to have a check of the configuration with both an HLT2 and a Sprucing input. Here I used the jobs described in #32 (closed) to test.

Ready for review.

Wondering the options i.e. **kwargs valid in one tool is not valid in other, perhaps we remove kwargs and pass explicitly OutputLevel.
