Modify CaloCellID for pin data decoding

This modification was originally included in LHCb!3477 (merged) but CaloCellID.h has been removed from Kernel/LHCbKernel/include/Kernel/

Needed for LHCb!3477 (merged), Rec!2823 (merged) and Moore!1474 (merged) and MooreOnline!167 (merged)
