Reintroduced dummy Run2 code for Muon · 7f6b3bbe

By dummy, we mean that every single reintroduced function only throws a "NotImplemented" exception.
This is neede so that Run2 code still present in LHCb, Lbcom, Rec and other packages continues compiling in DD4hep mode.
It should be reverted when such code has been cleaned up.
