Created version of components for 2024-v00.00 and use VP 2024.Q1.2-v00.00

Created version of components for 2024-v00.00 and use VP 2024.Q1.2-v00.00.

This MR creates a base 2024 version of the components below (named 2024-v00.00) by copying the current trunk:

  • Bcm
  • BlockWall
  • Bls
  • ECAL
  • FT
  • GValve
  • HCAL
  • MBXW
  • Magnet
  • Muon
  • NeutronShielding
  • Rich
  • UT

It then composes a version of LHCb with the aforementioned components and the pre-existing version 2024.Q1.2-v00.00 of the VP.

In summary, it is identical to the current Detector master (af26f12b) except that it uses the version 2024.Q1.2-v00.00 of the VP.

It the future, it would be better to avoid versioning the components and the whole detector in the same MR, but in this case it was easier.

P.S. For info I checked that run3/trunk (at this date) corresponds to this version changing the VP version to 2024.Q3.4-v00.00 (using the checksums).
