use lhcb docker for pre-commit ci test

There has been a runner system failure in the pre-commit ci test since last week, see https://gitlab.cern.ch/lhcb/Detector/-/jobs/40639682. It is found that somehow registry.cern.ch/docker.io/library/python:3.9 does not exist... To fix the issue, this merge request tries to use lhcb-docker for the pre-commit ci test.
