Ensure that DataObjectHandles are resolved, ForwardSchedulerSvc didn't see in and outputs anymore.

There was a regression: ForwardSchedulerSvc didn't see in and outputs anymore, except when OutputLevel was set to DEBUG. This fixes it.

Also add numeric header to Algorithm for gcc 6.2 compatibility.
