Adding TV Detector for future upgrades structure

To go with Detector!457, LHCb!4375 & lhcb-conddb/lhcb-conditions-database!115 (merged)

Changes:

• Added TV detector
• Added incompatibilities
• Added TV -> TV map
• Using VPGaussMonitor (for now) by redirecting to TV MCHits path

No changes made to the other lists in Defaults.py, informed that this will be done centrally.
