Running MR to test changes in DDDB and SIMCOND before merging them.

2024.12.04 : test lhcb-conddb/DDDB!139 (merged) for VELO RF foil improved geometry, the test results are documented at lhcb-conddb/DDDB!139 (comment 8824590)
2024.12.06 : test MR lhcb-conddb/DDDB!138 and lhcb-conddb/SIMCOND!253 for UT FE
