Update options and tests for upgrade detector

Gloria Corti requested to merge UpgradeTests into Sim09-upgrade

Update options and tests for upgrade detector:

  • modify baseline to use latest tags supported by this version of Gauss (old FT) and neutron shield
  • remove older configuration either because no longer supported as-is,in some case they are now the baseline
  • use particle table local tag for compatibility with DecFiles v30
