Neutron shield for Fiber Tracker in default geometry of upgrade in Gauss configurable

Gloria Corti requested to merge LHCBGAUSS-1219.FT-NeutronShield into Sim09-upgrade

The Gauss() configurable for the upgrade geometry now includes by default the neutron shield located between RICH2 and ECAL when FT is in the list of DetectorGeo.

Nevertheless it is possible to remove it easily from the configuration even if the rest of the FT geometry is kept by replacing FT with FT-NoShield in DetectorGeo. When using FT-NoShield either FT or FT-NoShield can be used in DetectorSim and DetectorMoni.

This Gauss configurable only supports global tags that include the shield geometry.

This adresses LHCBGAUSS-1219

It needs to be propagated also to master. Incompatible with Sim09.
