WIP:Lhcb gauss 1582.rich future upgrade updates and photon time transport fix

This contains few files for the RICH time studies for future upgrade. It also contains a temporary fix for updating the time for photon transport in GEANT4, although it is switched off by deault. The fix when activated needs the info on GROUPVelocity. In the future versions of G4 it is automatically calculated from refIndex tables by G4; in the interim period it is available as tables from a DDDB branch. This DDDB branch is available to merge these days. The program has no other side effects even if the groupvelocity is not available.
