Keep Born information for events generated by Powheg

Stephen Farry requested to merge sfarry-addpowhegborn into LHCBGAUSS-471.LbPowheg

Add to the conditions in Pythia (in addition to electroweak and top events) that it should also keep events produced by Powheg. These are given process ID 9999, which is most likely generic for any LHE input.
