Tweaks for the luminosity calibration settings

Rosen Matev requested to merge rmatev-lumicalib-tweaks into 2016-patches
  • Prepare BeamGas part for the pHe run (uncomment the threshold overrides)
  • Prepare VDM settings for the pPb@8TeV run
    • add Hlt1LumiSequencer line that triggers on the ODIN Sequencer triggers
    • reduce the track mulitplicity cut for the beam-beam line
    • rate limit the Hlt1VeloClosingPV line at the input
