introduced particle flow reconstruction configuration

After the J/psi in jets analysis it has been relatively clear that running the particle flow reconstruction with only the neutral and charged ProtoParticles works quite well (see LHCb-INT-2016-049). Already for the HI run we removed the HCAL building, and this just goes a step further in speeding up the timing. Right now I've introduced three different reconstruction options: 'FULL' where the whole PF is done, 'TURBO' where the turbo-style reconstruction is done, and 'NOHCAL' where the HCAL has been removed from PF input. @raaij if you have time could you check to make sure that what I've done makes sense?
