Tighten Hlt2MBNoBias prescale by a factor of two

Rosen Matev requested to merge rmatev-tweak-nobias into master

Following yesterday's OPG https://indico.cern.ch/event/619493/, we will bump the ODIN NoBias rate from 200 Hz to 400 Hz to allow for the CALO calibration events to be collected in about 2 weeks.

The prescale in HLT2 is adjusted accordingly.

The higher rate of NoBias will also be nice for the monitoring tasks.
