Remove BeamGas from VELOCLOSING bit 40

Rosen Matev requested to merge rmatev-veloclosing-bit into master

Partially fixes LBHLT-207. The rest is the configuration of the EXPRESS stream writer and the Hlt1Sender.

To sum up, BeamGas can only interfere with the VELO closing, so the bit should not subscribe to it.
