CharmHad settings for 5 TeV 2017 running

Alex Pearce requested to merge apearce-pp5tev-charm into 2017-patches

I've copied the settings from the 2015 5 TeV run, changing the Hlt1TrackAllL0Decision%TOS requirement to Hlt1.*Track.*Decision%TOS.

We could consider revisiting some of the other cuts, e.g. the hard pT requirements on three-track decays, as these resulted in very low efficiencies in the 0--1 GeV bin, and certaintly should update the configuration with the requirements we ended up making offline.
