General fixes, not specific to 5 TeV

• Fix VeloMuon tracking efficiency lines

• Add L0_ODINCUT pseudo-functor
• Generalise Hlt1Lumi ODIN filter

Specific changes to the pp 5 TeV configuration

• Remove unnecessary technical lines in HLT1

• Make sure NoBias is accepted in all HLT1 pp lines
• Send NoBias to KPiDetached and RICHMirror lines
• Add 2017 5TeV pp Exotica module (!449 (merged))
• Copy DiElectron module with JPsiEE prescale removed
• Up the prescale of Hlt2SingleMuon to 0.5
• Disable LOWMULT stream
• Remove SMOG from default HLT1 filter

• Replace HeavyIons GEC with Loose for SMOG lines

• Adjust prescales and filters for SMOG (control) lines
• Add LoKiTrack module to Hlt1CoreFactory for LowMult line
• Make sure NoBias (Lumi on BE) is accepted in all HLT1 SMOG lines
• Add Hlt1BEMicroBiasLowMultVeloNoBias line
• Require PT>1000 MeV and TrGP<0.2 for SMOGSingleTrack
• Disable ComplementForward for Hlt1SMOGDiMuon line
• Make Hlt2 SMOG lines accept all Hlt1 SMOG lines
• Require PIDK<2 for pions and VCHI2PDOF<16 for Hlt2 SMOG lines
• Send Hlt1(BB)SMOG lines to PID and TrackEffDiMuon
• Remove FULL-stream versions of calibration lines
