This contains several changes that were needed to get Moore running on upgrade MC using the upgrade reconstruction algorithms.

In particular:

drop L0 support
configure HLT1/2 tracking with TrackSys, drop Run 2 support
remove PRS/SPD from Hlt2Tracking
"disable" some line modules that don't work out of the box
implement HLT2 threshold settings as detailed in https://indico.cern.ch/event/692134/
