Increment version of DstData, HltDecReports and HltSelReports raw banks

- no longer use the 5 most significant bits of the source id.
  => As a result all source id encodings have slightly changed

- DstData:
    move compression from the sourceID into the payload,
    add the encoding key used into the payload

- HltDecReports
    add the encoding key to the payload

- HltSelReports
    no changes to the payload
