while getting more features, in particular regular flush support

Decoding was supposing the GPS time was in nanoseconds while it was in microseconds

This string will be displayed in the Phoenix event display

Its purpose is to gather and output in a file LHCb event data in json format so they can be visualized into the Phoenix Framework and the LHCbWebEventDisplay

move the Phoenix dir from Event to Vis directory

The purpose of the Vis directory is to have all the code related to the LHCb Visualization

Same thing will be done in the Rec project for the event data dumper algorithms

replace None keyword with an empty string for the default phoenix filename generation
