This adds the necessary support to easily read "Super TAE" events.

- move the functionality of DecoderToolBase into the one
  bit of code that actually uses it, ODINDecodeTool
- retire DAQKernel, as its only purpose left was to host DecoderToolBase

- Migrate RawEventDump and bankKiller away from Decoder::AlgBase
- Remove mention of Decoder::AlgBase
- Declare Decoder::ToolBase deprecated

- remove unused explicit template instantiations
- remove the need to call `initRawEventSearchPath`
- prefer Gaudi::Property
- remove code using getOrCreate which does not fit in with explicit
  dataflow
- remove dictionary entry for IMuonRawBuffer

[MDFWriter] tell the IncidentSvc when an event is written so that the stats counters of the xml summary are filled

This will allow to have better error messages from the framework when the exception is not caught
