  I wonder if we want to add ODIN here? Also I dont think HltDecReports is required as, unlike Hlt/HltDAQ/src/component/HltPackedBufferDecoder.cpp which is handed the RawEvent::View, Hlt/HltDAQ/src/component/HltDecReportsDecoder.cpp is not set up this way

  That's something that should be fixed in HltDecReportsDecoder ;-)
