Follow-up from "Moved Tools/GaudiTensorFlow from Gauss"

The following discussion from !2081 (merged) should be addressed:

@clemenci A fix to the installation of TensorFlow in LCG is on its way (see https://sft.its.cern.ch/jira/browse/SPI-1443).

Since it will be deployed at best in LCG 96a, I keep my proposal to go on with this MR and prepare another one to drop the re-deployment of TensorFlow, to be tested in the dev3/4 slots.
