Dropped unused wrapper on ICounterSvc in Loki

Sebastien Ponce requested to merge sponce_dropCounterSvcInLoki into master

ICounterSvc is itself not used and will be soon dropped from Gaudi. This change is the forward compatible adaptation to this.
