RichDet Updates

• Move rich() accessor from MaPMT specific to base DePD class.
• Convert some DePD members from double to float to reduce memory footprint and better match the types as used downstream.
• Increase the max number of samples in Rich1DTabFunc.

@cattanem I just realised I have accidentally pushed the content of !1233 (merged) to this branch, as I needed it in my local checkout to fix my build against Gaudi master. So you should make sure !1233 (merged) is merged before this one, to avoid inadvertently pushing the changes there with this MR...
