Prepare Tagger enum for latest Flavour Tagging Tunings

Add separated B2OC/B2CC tunings for OS taggers

ping @vibattis @sakar @mschille. This updated will be needed for the latest Flavour Tagging tunings.

We will resolve the WIP state as soon as the corresponding MR in Phys is ready.

I see absolutely no reason for this to stay WIP while waiting for the Phys MR. If this does not get merged this weekend, it won't get into the upcoming retag of LHCb project, and you will have to wait several weeks for it to become available. So I un-WIP now and will merge tomorrow or latest Monday.
