put scheduler states into evtContext

Niklas Stefan Nolte requested to merge NN_schedulerStateInEvtContext into master

put the scheduler states in evtcontext to make them available to algorithms (will get really useful when gaudi/Gaudi!703 (merged) is merged, unless algorithms can get the evtcontext in another way (?))
This is another refactored part of !1526 (closed).
