Ignore the timing table

Alex Pearce requested to merge apearce-ignore-timing-table into master

After 04bf6b44, the timing table header has changed, so this updates the exclusion rule.

(I was able to make 04bf6b44 without an MR because the branch protection rules allowed maintainers to push to master. I didn't realise this when editing in the Gitlab UI, so my commit went straight to master 😶 I've changed the rule to allow no one to be able to push.)
