allow use of the latest global tag for a given CondDB partition

Marco Clemencic requested to merge allow-use-of-latest-tag-in-DQFLAGS-only into master

When the special value <latest:DataType> (where DataType is the data type string) is used as global tag for a CondDB partition in the CondDB configurable, the latest global tag for the specified data type is used for that partition.

DDDBConf updated to default to latest global tag for DQFLAGS partition
