Dump gaudi job options for all tests

Unconditionally dump job options for all qmtests. This is to be used to validate that job options are unchanged, in particular in the context of the python 3 migration. See LHCBPS-1874

The dumps are stored in the test results (under the field job_opts_dump) and thus available in the nightly test artifacts.
