Remove ST

New MR instead of !2741 (closed) . ST is obsolete and is removed from LHCb.

One problem I see is that Kernel/BeetleRepresentation.h is in ST/STKernel and is used in UT code in LbCom. It should be moved to UT.

Similar comment here. I suggest to first only check all MRs related to the removal of L0 in the lhcb-run3-cleanup slot. Once that compiles we can move towards merging and test the MRs related to removing the OT and ST in a second round.
